User Maintenance Business Rules

Description

Add User

  1. You are unable to add a user if there are no Connect IDs available to assign. Contact your Account Manager to request additional IDs for your company.
  2. Caution: Once you have assigned a Connect ID with an Authentication Device to a user, until the device is detached from the ID you cannot:
    1. Assign the Connect ID to another user
    2. Delete the User - You can however change the password to the Connect ID if you must remove access immediately from this user.

    If you would like to remove an Authentication Device from a Connect ID, contact your Account Manager. TD Bank must remove the association of the Device to the ID.
  3. If you assign 'Custom' rights to a user for a registered service, any new account and/or right added to your company profile will not be added automatically to this user.
  4. Payments and Transfers/Wire Payments/Electronic Funds Transfer Rights
    • If you assign 'Custom' rights to a user for a registered service, any new account and/or right added to your company profile will not be added automatically to this user.
    • Full Access users automatically receive the right to new accounts and/or rights except 'Ability to Authorize Own Transfers/Payments'. A System Administrator will be prompted at the time of adding or modifying a user to select Yes or No for this specific right.
    • Ability to Authorize Own Transfers/Payments is not made available for selection until Ability to Authorize is selected.
  5. Payment and Transfer Rights
    • Full or Custom access users will automatically receive the right to the Create Same Currency and CAD/USD Transfers, Bill Payments and Stop Payment Services. Individual services cannot be removed.
  6. 'Copy Rights from' only applies on the initial copying of the profile. If there is a change made to the original profile you copied any changes are not filtered through to the new user.
  7. If you assign any System Administration right to a user, this user can then:
    • View all user profiles in View User Profile
    • View all user activity in the View Audit Log
    • View all Company Profile information regardless of whether the account or right has been assigned to this user.
  8. If your company does not elect to select the preference Approval Required for Administrative Changes, each page is saved (i.e. Save & Continue is clicked) as you proceed through the setup process.
  9. If your company does elect to select the preference Approval Required for Administrative Changes, the user is not committed to the database until the Add User function is approved in the Approve Admin Changes grid.

Modify User

  1. Caution: Once you have assigned a Connect ID with an Authentication Device to a user, until the device is detached from the ID you cannot:
    1. Assign the Connect ID to another user
    2. Delete the user - You can however change the password to the Connect ID if you must remove access immediately from this user.

    If you would like to remove an Authentication Device from a Connect ID, contact your Account Manager. TD Bank must remove the association of the Device to the ID.
  2. If there are no Connect IDs available, contact your Account Manager to request additional IDs for your company.
  3. Reassigning Connect IDs without Authentication Devices
    IMPORTANT: If you assign another Connect ID to a user, you must reset the password to the original Connect ID. The original Connect ID is returned to your company's pool of IDs and becomes available to be reassigned to another user.
  4. 'Copy Rights from' only applies on the initial copying of the profile. If there is a change made to the original profile you copied any changes are not filtered through to the new user.
  5. TD System Administrator service rights can be modified, however the System Administrator rights cannot.
  6. The TD System Administrator's user profile fields that can be modified:
    1. User ID - initially defaults to the Connect ID of the TD System Administrator. Once modified, like all User IDs, this field cannot be modified again.
    2. Title and Department fields can be modified at any time.
  7. Payment and Transfer Rights
    • Full or Custom access users will automatically receive the right to the Bill Payment and Stop Payment Services.
  8. Payments and Transfers/Wire Payments/Electronic Funds Transfer Rights
    • If you assign 'Custom' rights to a user for a registered service, any new account and/or right added to your company profile will not be added automatically to this user.

  9. If you assign any System Administration right to a user, this user can then:

  10. If your company does not elect to select the preference Approval Required for Administrative Changes, each page is saved (i.e. Save & Continue is clicked) as you proceed through the set-up process.
  11. If your company does elect to select the preference Approval Required for Administrative Changes, the changes made to a user profile is not committed to the database until the Modify User function is approved in the Approve Admin Changes grid.

Delete Users

  1. The TD System Administrator is not available to be deleted via the Web Business Banking service. TD Bank administers the TD System Administrator profile.
  2. A user that is assigned an Authentication Device cannot be deleted until the Device is disassociated with the Connect ID. TD Bank must be contacted to perform this task.
  3. Once deleted, a user's Connect ID password is automatically set to a system generated password and the ID becomes available in the Connect ID dropdown list to be reassigned.
  4. If your company is registered for Dual Authorization or Authentication at least two authorizers must remain.
  5. If your company has selected the security preference Approval Required for Administrative Changes, at least two users with the right Approve Admin Changes must remain.

Changing the TD System Administrator

Old TD System Administrator

  1. The Connect ID and User ID remain the same even if the User ID has not been modified from the original default of Connect ID. The User ID cannot be modified.
  2. Service and Administration rights remain the same but can now be modified.
  3. Company Profile is filtered according to service rights.
  4. This user becomes available to be deleted from the service.
  5. The Connect ID password can be reset using the Reset User Password function.

New TD System Administrator

  1. Service rights remain the same but the user is assigned all System Administrator rights if not previously assigned.
  2. If this user is new to Web Business Banking and no User ID has been established, the default User ID is the Connect ID. If this user is an existing user, the User ID remains the same.
  3. User Profile information may change (e.g. address, phone number etc.) according to the information held at TD Bank.
  4. This user is able to view all registered accounts and rights from the View Company Profile page.
  5. Audit Log details all users' activity.
  6. This user is unable to be deleted.
  7. The Connect ID password becomes unavailable to be changed via the Web Business Banking service. TD Bank must be contacted to reset this password.
